Hoover: Paul's filibuster is substantive

Margaret Hoover, Peter Beinart and Gloria Borger discuss Sen. Rand Paul's filibuster to stall a confirmation vote for President Obama's nominee for CIA Director, John Brennan. He began speaking at 11:47 a.m. on Wednesday and continued until 12:38 a.m. Thursday morning.

Paul used his time on the Senate floor to question the Obama Administration's use of drones against American citizens abroad, and the ability for the president to authorize a drone strike within the United States.

"This filibuster ... is all about getting attention," says Borger. "Because he knows he's not going to stop the nomination of John Brennan to head the CIA."

Beinart says Paul's old-fashioned filibuster exemplifies what one should be like, unlike recent interpretations by lawmakers who don't put in the long hours. "It's on a matter of principal, not party ... and he's doing it on the right subject, this is the guy who's actually nominated to head the CIA," Beinart tells Anderson. "It's not like the Republicans who threatened to filibuster Hagel because of Benghazi, which Hagel had nothing to do about it."

Hoover agrees and commends Paul on his argument about the constitutionality of a president unilaterally deciding to use drones against citizens on U.S. soil.
